Negotiations between the defense ministers of Russia, Turkey and Syria took place in Moscow on December 30. Following the meeting, Ankara agreed to completely withdraw its troops from the territories controlled by them in the north of the Arab Republic. The trilateral meeting was attended by Russian Defense Minister Sergei Shoigu, Turkish Defense Minister Hulusi Akar and Syrian General Ali Mahmoud Abbas. As a result of the negotiations, the Turkish side agreed to the complete withdrawal of the armed forces from the controlled territories in northern Syria, and also confirmed Ankara's intention to respect the sovereignty and integrity of the Syrian territories.

During the negotiations, an agreement was also reached on the opening of the M4 strategic highway, which connects the western and eastern regions of the Arab state.

In addition, according to the source, the participants of the meeting agreed on the Kurdish armed formations associated with the Kurdistan Workers' Party (PKK). The heads of the defense departments believe that the PKK are "agents of the United States and Israel and pose the greatest danger to Syria and Turkey."
